Why is it wrong to translate "cela" as "that?"

What about "Trying does not cost anything"?
Trying that does not cost anything (major change of word order). Trying other things might be expensive.
And "it doesn't cost anything to try on"? Is that not the same thing?
Why is 'cela' specifcially used as oppses to ce fot example
"It does not cost to try" is not accepted?
