I've had good luck finding practice partners with Conversation Exchange.
http://www.conversationexchange.com - you create an account and then search for practice partners. You can search by various criteria such as gender, age, nationality, hobbies. You can search for pen pals, audio chat partners, or video chat partners. You can use their internal messaging service if you don't want to give out your email address.
Also check out iTalki, weSpeke, Busuu, and goSpeaky.
Just keep practicing what you need to say at regular speed. Once you get really good at that, gradually speak a little faster every time you say it again.

You can use the Tandem app or one of the services that Lrtward mentions in another post.
Tandem is pretty safe. No need to exchange phone numbers or too much personal info.
