"lIchopbe'chugh ghewmey."

Translation:If the bugs do not bite you.

Do Klingons just dislike apodoses?

No. In general sentences like this should be completed. If you find others, please ask again. However, this sentence is a special case. In one of Dr. Okrand's audio books he tells some Klingon jokes and this is the punchline to one of the jokes. As a new student you would not know the joke, but if you can properly translate this clause then when you finally do hear the joke, you'll have no trouble translating the line.

There's another instance of a Klingon saying a conditional clause without finishing a complete sentence, although another Klingon finishes the sentence for him. In Star Trek V, Captain Klaa says, qIrq vIjeylaHchugh "If I could defeat Kirk..." Vixis finishes his thought with qIbDaq SuvwI''e' SoH Dun law' Hoch Dun puS "You would be the greatest warrior in the galaxy."

Klingons are comfortable speaking in less-than-complete sentences. The language you get in a language course is necessarily more formal than that.
