To my American-raised understanding, both are correct. There is a slight nuance favoring "the", but the distinction is minimal. Using "A" speaks to the individual, whereas "the" addresses the collective.

Could "cech" also be "Bohemian" vs. "Czech"? Or are they synonymous in this case?
