sich ärgern means to be upset.

Da ärgert sich jemand means Someone's upset there

The aber is kind of a "flavor" particle, it doesn't really add any meaning, it just conveys a different attitude. In this case, it would mean something like

Well, someone's upset, isn't he/she?

in a mocking or maybe surprised way.
