Vous appartient ce manteau ?

Hello there. If you wish to say, "does this coat belong to you", can you say "Vous appartient ce manteau ?" or does it have to be "Vous appartient-il ce manteau ?".

Both of your suggestions are incorrect. There are three ways to from questions in French, from most to least formal:

Ce manteau vous appartient-il ? (subject-verb inversion)
Est-ce que ce manteau vous appartient ? (inserting "est-ce que")
Ce manteau vous appartient ? (no change)

In the spoken language, the first one is rarely used because it can sound overly formal and pedantic.

We can also say: Ce manteau est-il à vous ? Est ce que ce manteau est à vous ? C'est à vous ce manteau ?

"Ce manteau est à vous ?" and not "C'est à vous ce manteau ?", which belongs to spoken Frence and is emphatic.
