hmm, no modifier here, why is this not les types des tartes?

Technically, "types de" is the modifier, in the same vein as "beaucoup de", "un kilo de", etc. As such, the "de" there is a preposition and not an article. So there is no "agreement" with "de" and the noun "tartes".

  • types de tartes = sorts of pies
  • types des tartes = sorts of the pies
