Why not "het probleem is nog steeds"? What is the role of "er" here?

As an addition to grey236, "er" translated as "there" in this sentence. In English, you cannot say "the problem is still", and in Dutch you cannot say "het probleem is nog steeds".

In your sentence you don't have an er. Er functions as an unstressed version of daar here and it usually goes after the first verb.
