Why is "de" necessary here, but for other sentences, it's not needed?

We don't use the preposition "de" after the numerals 0, 1-19, and all compound numerals ending in 1-19.

  • 0 (zero) rațe, 1 (o) rață, 2 (două) rațe, ... , 19 rațe, 20 de rațe, 21 de rațe, ... , 99 de rațe, 100 de rațe, 101 (o sută una) rațe, 102 (o sută două) rațe, ... , 119 rațe, 120 de rațe, ... , 1.000.000 de rațe, 1.000.001 rațe, ... , 1.000.019 rațe, 1.000.020 de rațe ...

Also, we don't use it in writing when shortening things like prices, distances, etc. We write "19 km" and "20 km", but we still say "nouăsprezece kilometri" and "douăzeci de kilometri".
