"El año mil setecientos y noventa" was not accepted. I understand that the "y" is unnecessary in ordinary Spanish usage. The problem is that it's the same in English. I.e., one could easily write "The year one thousand seven hundred ninety."

The y is not just unnecessary, it's wrong. Whereas in English seven hundred and ninety is the original version from which we can remove the and, in Spanish, there were never an y to begin with. You can still hear setecientos y noventa, but it's mostly influence from English, and not proper Spanish.
