It's pretty common in English to say it this way. If he's been in Russia, that implies that he travelled to there (assuming he doesn't live there). "Has never been in Russia" works as well.

"the person who writes this book" was given as a correct answer. It should be "the person who is writing this book" or "the person writing..."
