Hello :-) I don't learn Dutch, but looking at the sentence, I would guess:

Landscapes are rural, but cities are urban.

("landelijk" looks to me like "having the characteristics of countryside", and "stedelijk" looks to me like "having the characteristics of a town/city").

Edit: In northern German, we have "buten un binnen" for "outside and inside" https://www.butenunbinnen.de/. So I guess my interpretation as "landscape" is off the mark. Anyway, nice guessing game -- thanks! I'm looking forward to reading other solutions.
