It is wrong. You certainly need "na co" and there is no place for "to" in the sentence. The answer shown above is certainly the most natural translation.
If this were interpreted as "why are you waiting", would the Czech for that be "proč čekáš" as well or is there another construction that better mirrors the English?

You can't separate prepositions from their phrases ("co" here).
