Is, 'Nee, ze zijn nog steeds hier niet' incorrect? I thought time should be put before place. When is there an exception?

You can put time before place, but "niet" cannot go at the end:

But if the sentence is "They are not here" wouldn't "zij zijn hier niet" be correct also?

I have just read a comment that says: in Dutch, time comes before place.

But here it isn't... Why is that?

"Hier", "daar" and "er" are exceptions to this rule, they always come before time.
