They both mean the. Het is used for neuter words, de is used for female and male words. In standard Dutch (as opposed to dialects) we no longer make a difference between male and female words, so it is either neuter or common. Your average Dutch person will not even be able to say the gender of a word, but will know the het/de distinction.
You have to learn it by heart. There are about twice as many "de" words than "het" words, if you have to guess then guess "de".
