Where does the 'it is' come from in the translation? Is it understood?

It's just how the translation works out, to make sense grammatically. You can also say 'Ni afadhali ufagie', but it's not necessary. The translation itself isn't that much better. The Swahili sentence is basically advising the listener to sweep, and in cases like this it could get dicey trying to directly translate it; sometimes some word rearrangement is necessary for it to make sense in both languages.
