It normally sounds strange. I can imagine it only in some specific context.

Změřili jsme vlasy Kateřiny (a ne Františka).

The constellation Coma Berenices is Vlasy Bereniky, but that is a formal name, that is something else. We have a language joke "vítězství Pyrrhy" instead of "Pyrrhovo vítězství" (Pyrrhic victory). It sounds really strange.

It can be but in this exercise is more appropriate use "Kateřininy vlasy" and for the sentence "vlasy Kateřiny" I would use "hair of Kateřina".
