Comma Splice question.

In the level one and two German lessons they have phrases such as: "Die Frau isst Äpfel, sie isst." In English, this would be a comma splice, and need to be written as: "The woman eats apples; she eats." Does German have this same rule, or do they not use commas and semicolons the same way?
