Actually, " दोनों " means both. Not together. Though it is true that often when we say "both" we also happens to be also that 'they' do something together, depending on context.

Surely, to mark "Peter and Neha are both playing is also correct? Otherwise, the sentence in its suggested form should have a comma after 'both'. E.g. Peter and Neha both, are playing.
