This is in the past, you need "was" or "had been".

Although "has been" is called Present Perfect, in fact it describes something that has happened in the past, but without specifying the time when it happened. In English it is therefore often used to describe a continuous past situation, such as a station being closed for a month (although we do not know exactly when it closed).
