Is there a difference between ikat pinggang and sabuk?

No. It's synonim

"Sabuk" is barely used. It shouldn't be taught. I used it today and the Mba in the clothes store was confused. My wife recommended using "ikat pinggang". Despite it being more difficult to learn I don't think Dulingo should teach words that are not going to be understood.

I think it's the more "Indonesian" word. 'Sabuk' is more common in Malay language in general.
