(Why) is there no requirement to have a measure word for 层?
I believe 层 is the measure word for floor/level.
我的家有两层 - My home has two floors. (I think using 两层楼 is optional)
我住在二楼 - I live on the second floor.
Notice that the measure word 层 uses 两 for 2, but 楼 uses 二 for 2nd.
