Why is this sentence not "Ich habe ihn schwimmen gesehen."? Isn't "gesehen" the correct past participle for "sehen"?

You are right it should be "gesehen" not "sehen" in Hochdeutsch. The used form however is how most Germans would say it. You will never find an Austrian who says it like that.

I agree with LuTze. It might have started off as a confusion from having disregarded the subject for a while as we discuss what the object is doing before returning to the subject, which may explain the irregularity. Same with the English singular they, which is commonly used used by speakers when gender is not specified, and this may come from the fact that there is some confusion as to whether the subject in question is actually plural, and it is often thought of as such, even when the speaker stated just one person.

It is. For Present Perfect (Perfekt) you use a form of "sein" or "haben" in Present and the infinitive form of the verb you are using.
