The English sentence is unnatural. A better sentence would be "Is a large amount of capital needed to develop tourism here?"
No one says Is a large capital, its just Is large capital
"Will it require a lot of capital to develop tourism here?"
"Are large amounts of capital..." would be the natural way to say this in English (USA)

Agreed, 'a large capital' makes me think of 'a large capital city.'
Additionally, I believe "diperlukan" would be a better verb form for the Indonesian...?
