The english translation should be 'tini is not stupid and not smart.' neither, or should be another sentence structure?

"neither ... nor... " is translated as a) "tidak.. dan tidak..." b) "tidak...atau..." However, when I tried "tidak bodoh atau pintar" it was not correct.

I would be interested to know from a native speaker: What adjectives would be negated with bukan? Would you ever hear "dia bukan bodoh"? Or "dia bukan dari Jepang"?
