Can I purchase Romania offline not a subscription
This article I think is even more to the point of what you are after:
This is the only way I know.
Though I think I read you can have a lesson or two open, or something like that, that you can complete offline, and when you come on line, it will upload ? Does anyone know more about this ?

This is the free 10 lesson cache mode which works for 1-2 recently unlocked skills.
I had tried it without Plus on the Android app a while ago; the older version did not work that great (sometimes lessons were not allowed to be started, 2nd skill could not be started, etc.) for me on Bluestacks V2: https://forum.duolingo.com/comment/20610216/Bug-Android-app-V3-39-2-V3-40-4-does-not-start-terminated-data-corrupted-9-offline-lessons-done
I had re-tested it for 10 lessons with a more recent version, I believe it was either V3.6x or 3.72.2 on Bluestacks V3 or KOPlayer and this time it worked better with no crashes.
I will probably re-try it again with V3.72 or V3.80.2 on KOPlayer with 1-2 skills.
The concept of the "lesson cache mode" is that you will have to go online again to sync the local data back to the online server (the sooner, the better).
It was introduced to temporarily work offline...not permanently.
AFAIK there is not a true offline mode with Plus so you will NEVER need the Internet again.
AFAIK DuoLingo Plus offline mode also has some limitations.
I have no idea how many locked/grey skills you can now download manually one-after-one (I had seen limits like 3+5 locked/unlocked or 5+3 locked/unlocked before on Android V3.5x or V3.6x) when the Plus icons were still displayed on the "home" tree; they aren't anymore.
you need to download each skill manually!
with crowns you can AFAIK not download ALL lessons for all 2-5 levels in one batch
be VERY careful with app updates from the app store once you have offline data stored locally!!!
I tried to explain it to someone here in this thread in more detail: https://forum.duolingo.com/comment/29444062
My honest opinion:
If you want a true steady OFFLINE (standalone) application where you will NEVER need Internet for after the app installation, Duolingo is probably - in its the current stage - not your best horse.
You want the full course, with all content....with one single button click.
