A better word to use is 包饺子, 包 (bao1) means to wrap in this context..

Whenever I hear Chinese people discussing dumplings they use 包饺子 though 做 is fine too.

Note that this is of course the preparation of the dumplings where you wrap the meat and/or vegetables in the dough, the most important part, not the actual cooking.
