In the English translation, there is no way to distinguish between a statement that is meant as a regular truth or something that only happens once. Either the English translation should be modified or the Hindi sentence without "होते" should be accepted.

Would probably be better for the English to be "on Sundays" or "on a Sunday" to highlight the regular truth aspect.

Why is it "ravivar ko" and not "ravivar mein"?

It is happening at a specific time rather than in a general range. "On Sunday" vs. "In October." I believe if it was "On October 4" it would be ko, and not mein
