Why can i not say 'kepada saya'?

Ya - apakah ada perbedaan di antara mengunakan "ke" dan "kepada" di kalimat ini? / Is there a difference between using "ke" and "kepada" here?

I'm confused about when to use "-nya" for "the" and when not. For example, I thought that "Dia melemparkan buku ke says" would be acceptable.

Dia melemparkan buku ke saya would mean she threw a book

The -nya makes it a specific book
