It's ability. For starters, you should finish the tree. Good online dictionaries include Lernu, ReVo, and when you're ready, PIV (at http://vortaro.net/ ). I'd also recommend Wells' dictionary which is available in paper form, or on Google Play as an ebook.

Definitely don't use Google translate.

You could also try using Amikumu to find speakers nearby, Telegram to chat online, YouTube to watch videos, and definitely see if there's an Esperanto club in your area. The community is very helpful!

i have to move a lot so a club might not work but i'll read this vortaro dictionary and get back to you. Thanks bud

You stop being a "beginner" when you decide you are no longer a "beginner".

Ability. I figure I'll stop calling myself a komencanto when I can reliably use PIV as a primary dictionary :). As PIV is Esperanto-only it's only so useful at my level. I still prefer Lernu's dictionary because it shows the root(s) of the words. As for Google Translate, no you can't rely on it, but you can use it to get a gist -- as long as you have enough knowledge to know when it is screwing up on you :).

If you can reliably use PIV as a primary dictionary, you should consider yourself a ridiculously high-level master of the Esperanto language. ;-)

For me, it is the point, where I don't need to "translate" or "think ahead" too much any longer. In addition to the dictionaries already mentioned, I found glosbe (https://glosbe.com/) helpful. It might not always be very exact, but I like the example sentences, which give me an idea on how I can use a word as a beginner.

Ekzemple: Vi ne plu estas komencanto, se vi kuraĝas paroli Esperanton kun “eksterlandano”.

https://www.tujavortaro.net/ is an extensive English<->Esperanto dictionary, but once you learn enough vocabulary, http://vortaro.net/ is an excellent Esperanto dictionary. There is also a dictionary at https://komputeko.net/ for various computer-related terms.
