Why would "E" not be used before this? Isnʻt it a command?

While you can certainly say "E nānā!", and that is an accepted answer for this exercise, it is often shortened in casual speech to just "Nānā!" This can happen with other words as well (usually single words or short phrases), but "nānā" is shown this way here because it is one that is commonly heard.

It is indeed a command form. I wonder if the exclamation indicates it is hurried speech and is simplified when spoken on the street.

Yes, it should, but think about English. We are not gramatically correct in our speech, and so that is not expected in any other language, either.
