Why not just "Kami tidak milik ..." Or "kami tidak punya ..." ???

Kami tidak memiliki pegawai = kami tidak punya pegawai, meaning "we do not have employees".
But /kami tidak milik pegawai/ has a different meaning. It is almost equivalent with /kami bukan milik pegawai/ meaning "we do not own by the employees".
