Yes, people are indeed usually at the bank, but that's because they go there and leave. But something stored in the bank is simply in the bank. “Your document is at the bank” means it's there getting processed somehow before leaving the bank for somewhere else, but if it's being stored at the bank for the sake of security or something, then it's in the bank. Both answers should be accepted.


Why is it not "in the bank" instead of "at the bank"


As noted above, your answer would certainly be the more usual response and should be correct. Sadly 'in' is not on the word set as given. DL needs to update this.
