Yes. There is certainly a difference in emphasis between the two sentences, but both can conceivably translate to the given English sentence in proper contexts.

The audio has been out of sync for the last few lessons and when putting in answers from the boxes it often doesn't play at all? Is this a common fault? My phone and app are all up to date

Yes, it would. It even, in a way, corresponds more literally to "राज वहाँ रहता था", because the very literal translation of "Raj used to live there" would be "राज वहाँ रहा करता था |"
