It's not correct English. I've accidentally also put the sentence in that order but time should always be the last mentioned in a sentence.

It can also be at the beginning for emphasis: Last month, did you go to Japan?

"Was it last month (that) you went to Japan?" I think is a more fitting translation because the speaker seems to be primarily concerned with whether it was last month or another month when the trip to Japan occured, not where the other person went or whether they went at all.

    I read this as,"Last month did you go to Japan?" Same question, different order.
