Selamat tinggal is literally "safe stay". You say it when you are leaving a place to people who are staying. If you are the one staying, you say "selamat jalan" (lit. "Safe walk") to the person leaving.

Can anyone explain the difference between selamat tinggal, selamat jalan, and sampai jumpa? Thanks in advance.

Thank you. Makes sense now b/c tinggal also refers to where someone lives. Right?

Could you just say Tinggal as bye?

No, you can't. 'Selamat Tinggal' is a phrase that has different meanings if you break it down. Selamat: safe, congratulations; Tinggal: stay, leave.
