The हैं is conjugating with रंग in this sentence. The literal translation of the Hindi sentence is 'Colors are liked by me'.

You can also phrase it in a way that retains the structure of the English sentence 'I like colors' - मैं रंगों को पसंद करता हूँ। though the other way sounds more natural in Hindi.
