"who" and "wer" are both from Proto-Germanic *hwas, and they just "decided" to change the vowel differently.

Similarly, "where" and "wo" are from Proto-Germanic hwar. So it's just unfortunate that now the two look like the "wrong" one in the other language.

By the way, German speakers learning English have the same problem, of course :)

Try to train your ear to differentiate between the sound in the middle of the word such as, Wer=Vair, Wir=Vear.
