it's similar to 'H/She is a polite person' vs 'H/She is polite'. I don't know that anyone can say one is used over the other, it depends on who you ask

As far as I can tell my answer is exactly the same as what they say is the correct answer.

“Yeye ni mtu mpole.” Is correct. “Yeye ni mpole.” Can be understood as well, but not grammatically correct.
