What about सब कोई दिल्ली में हैं। or सब लोग दिल्ली में हैं। What's wrong with these expressions???

Sab log is a valid alternative to convey the same.... literally it would translate to "all people" which is essentially is the same as everyone. But it is likely to be used in a more personalised context when all concerned are known or part of a circle, a relatives. Sab denotes some amount of generality and unfamiliarity.
