I believe gunakan is transitive, whereas guna is intransitive.

Why is -kan, not always added for imperative form?

If DeLifeOfPie is correct, -kan is used to turn an intransitive form into a transitive form.

Naik kaki tanganku! Rise my mimions! He's telling the minions to stand up by themselves.

Naikkan kaki tanganku! Raise my minions! He's telling someone to put the minions on their feet.

Either, some words are already transitive by nature (?) or you actually want to use the intransitive form, so you don't use -kan.
