La pasta è sul piatto is more proper Italian, but La pasta sta sul piatto is an informal variant commonly spoken in the centre and south of the country.
For indicating a position or location, essere is more correct, stare is an informal alternative.

By the way, a native speaker would say: La pasta è (or sta) nel piatto.
Since a dish usually has raised edges, whatever food is held to be "in the plate", rather than "on the plate".
