More common I think is "saa tatu kasarobo" for "quarter to nine" -- at least that's the way I learned it. I remember a little restaurant where one of the items on the menu was "pilau kasarobo", i.e., three-quarters pilau (a smaller serving than a full pilau).

I have also heard that in Tanzania. Whether or not it is more common, I couldn't say, but is definitely correct.
