why oleh is required here, and not in "kamu dipanggil ibu"

The English there doesn't look at all comfortable. More like they took the Indonesian, and then got the English translation word-for-word. It's not the first time I see weird English sentence structure from Indonesian speakers, though I thought these courses were supposedly to be constructed by people fluent in both English and the course langauge?

I thought that 'dipanggil' means is called when translated and do not understand why yang has to be inserted.

To make it simple, it's like saying "Who is that called by them?" = "Siapa yang dipanggil oleh mereka?"
