If ka and ke are based on the first letter of the next word, why is it ka pahi but ke pākaukau?

The letters ' and p actually vary and most words take ka, but a few words take ke. You just have to memorize which words are the exceptions (like ke pākaukau).

I know some exceptions you just memorized such as ke puna, ke po'o, ke pā (plate),etc... but for pākaukau.... donʻt know why but I still go with ka pākaukau
