She is indeed a being capable of language. However, her name is not so the original sentence is correct.
I see now, I'm still getting used to this fairly exotic language (from english at least)
Please note that if there were such a thing as "a name which is a being capable of language" there would have to be three apostrophes total in pongwI''e' (one for the -wI' and two for the -'e').
