Both sentences are grammatical, but they don't mean exactly the same thing.

Frau Müller übersetzt den Brief nächste Woche. might be the answer to "When will she translate the letter?"

Frau Müller übersetzt nächste Woche den Brief. might be the answer to "What is she going to do next week?"

Depending on what the "new information" is that you want to present, you would put a different element at the end of the sentence.

Yes. In the first variant "nächste Woche" gets the emphasis. In the second variant "den Brief" gets the emphasis. So if you want to emphasize one or the other, put it last.
