Would "Tingkat investasi dari Jepang sudah turun sejak tiga tahun lalu" work also?

I got the same question, tried it with "telah".

Agree that "telah turun" or "sudah turun" should work here.

Not only should work, "sudah" or "telah" actually seems necessary. Without either of these words, doesn't the sentence actually mean "The investment level from Japan declined since three years ago."?

The investment level from Japan has been declining /for/ three years.

The investment level from Japan has been declining since (insert time period, eg. 2016).

The investment level from Japan has been declining for three years since (insert time period, eg. 2016).

Is it really that necessary to use the word "dari"? I'm actually a native speaker but I didn't know that haha. :")
