"Hote" is used to describe general things or established facts ....as a matter of it being there forever(assumed). In this case we are talking in general about "Dogs" so it is "kuttey" ie plural form, and corresponding form of "hona" ie "hote" which essentially translates as "being". The sentence implies that Dogs have been eating non-veg since time immemorial.
