An important bug hasn't been fixed for 3 years now.

Duolingo's official guide to getting a course in one's language says that you should get votes https://forum.duolingo.com/comment/15014194

We started a voting post of English for Georgian speakers; reached 700+ votes(!) and then for some reason we lost them all :(. https://forum.duolingo.com/comment/10727793 This bug wasn't fixed then, 3 years ago.

I reported this bug one more time 1 year ago. No response from Duolingo on when will they fix this. https://forum.duolingo.com/comment/25398737

2 months ago tried getting Duolingo's attention from Reddit. Still no response. https://www.reddit.com/r/duolingo/comments/aux8uv/an_important_bug_that_hasnt_been_fixed_for_more/

Writing here one more time. This bug must be fixed. If Duolingo says votes are important in deciding which course to add next, it shouldn't leave such bugs not fixed.

This situation is very frustrating.

Remember that to report a bug to Duo staff it's at https://support.duolingo.com/hc/en-us/requests/new , not on forums.
If one year ago you only made this discussion (and didn't filled the report bug), then you actually didn't report it (to staff) by creating that discussion, you just shared about the bug with the rest of the community. Staff may have seen it, if you're lucky, but the most likely is that they simply didn't. The report (=via the form) will be read sooner or later. You'll not have answer and the bug may not be on top of the hundreds-long list of bugs to fix(°), but it'll at least be read hence Duo will be aware.

Thank you for clarifying. I removed my comment, as I misunderstood that the language you want is ENGLISH, not Georgian. I had hoped that my research might have provided a clue but I have no clue to offer about this situation. Good luck!

Group1: Number of fluent/native Georgian speakers who know English too

Group 2: Number of Group1 people who know about DuoLingo

Group 3: Number of Group2 people who want to create an English learning course for people who speak Georgian

Group4: Number of Group3 people who know how to create an English learning course for people who speak Georgian.

If Group4 is small, that may have something to do with the problem.

I'm only trying to point out a possible cause for the problem. I may be (probably am) wrong, but it was the first thought that came to my mind when I read about the issue.

You are overthinking. It's a bug. The vote counter was reading 700+ votes, then one day it was 0 votes.
